FDA warns By Julie Appleby, USA TODAY Cities and states should not encourage people to purchase drugs from other countries, nor should they look to import drugs from places like Canada to relieve their own strapped budgets, the Food and Drug Administration warns. In a strongly worded letter to the California attorney general's office, the FDA this week said any city or state that tried to import drugs from Canada or other countries would likely run afoul of a federal law and would raise public health concerns. "Once you give people the false impression that ordering over the Internet is OK, it opens up a Pandora's box of dangers," says Peter Pitts, the FDA's associate commissioner for external relations. Deficit-laden California requested the FDA's opinion after lawmakers and the state's public employees' health program considered buying lower-cost medications from Canada to save money. A spokesman for the California attorney general said the FDA's letter would be used in drafting a legal opinion for state lawmakers. He would not say what the state would do next. "The attorney general does not believe that the federal law at issue here was designed to protect the artificially high prices charged by pharmaceutical companies," says spokesman Tom Dresslar. "We need to avail ourselves of every possible legal avenue to save taxpayers' money." Massachusetts and other states are considering legislation to make it easier for residents to buy drugs from Canada. Last month, Springfield, Mass., began allowing employees and retirees to buy drugs from Canadian sources, expecting to save up to $9 million a year. The FDA letter and the interest by local governments in purchasing drugs from Canada come as the drug industry tries to clamp down on international pharmacies in Canada — and Canadians themselves debate the effects of the growing sales of drugs to U.S. residents, now estimated at close to $1 billion. There is increasing tension on both sides of the border: • Some Canadians say the international pharmacies are exacerbating a shortage of pharmacists by luring them from government-funded hospitals and clinics. Conversely, the pharmacies are providing clerical and service jobs in some regions. • Medical societies in Canada have condemned as unethical the practice of doctors paid to "co-sign" prescriptions for U.S. patients they have never seen. • Some Canadian pharmacists fear drugmakers may limit supplies to Canada, raise prices or forgo launching new drugs there if foreign sales continue. • U.S. customers — often seniors on fixed incomes — are protesting as American regulators try to clamp down on Canadian sales through legal actions against operators who help Americans purchase drugs via the Internet. They say the services provide drugs to people who otherwise would not be able to afford them.

Amid heightened tensions about the possible use of force, Russia's Interfax news agency reported the country's navy HQ as saying that a fourth Russian naval vessel is on its way to Syria to join three already in the eastern Mediterranean. Mr Obama was left relatively isolated at the G20 as only France indicated it was ready to join the US in taking military action while Britain, Turkey, Canada and Saudi Arabia voiced support for robust action to respond to the poison gas attack on a Damascus suburb which claimed hundreds of lives on August 21. But 11 members of the group of 20 leading economies - including the UK - issued a joint statement declaring that: "The world cannot wait for endless failed processes that can only lead to increased suffering in Syria and regional instability. We support efforts undertaken by the United States and other countries to reinforce the prohibition on the use of chemical weapons." This week's summit has witnessed renewed strains on the UK-Russia relationship, with Mr Cameron issuing an impassioned rebuttal of the reported description by a Putin aide of Britain as a "small island" whose voice did not carry weight. Mr Putin's chief spokesman denied making the remark, but Downing Street demanded "clarification".

For the first time, African Americans were more likely to vote than non-Hispanic whites were: 66.2% of eligible blacks voted, compared with 64.1% of whites. Since the Census Bureau began publishing voting data by race in 1968, whites had voted at higher levels than black. "That's a landmark in American history," says William Frey, a demographer at the Brookings Institution. "And it's pretty clear that black turnout made a huge difference." His analysis of voting data shows that Republican presidential candidate Mitt Romney would have won or tied Obama in the popular vote if groups had turned out at the same rates they did in 2004. The voting demographics in November boosted Obama's prospects, but some of the ingredients might not apply in future elections. The re-election campaign by the nation's first African-American president presumably helped energize black voters, although black turnout has been increasing since 1996. And while Romney won the solid support of those whites who voted, he failed to convince some whites to show up at the polls. Besides a lower voting rate, the number of white voters declined in 2012. There were 1.1 million more eligible white voters in 2012 than in 2008, but their total votes cast dropped by more than 2 million — the first time any racial group has shown a decline in net voting since the Census began tracking the issue, in 1996. The nation's fastest-growing ethnic group continued to vote at relatively low levels, reducing their potential political clout. Hispanics swelled from 6.1% of the eligible electorate in 1996 to 10.8% in 2012. But just 48% of Latino citizens voted in 2012, down almost two percentage points from 2008. Their share of the actual vote to 8.4%. Overall, 61.8% of eligible citizens voted, lower than voter turnout in 2004 and 2008 but higher than in 1996 and 2000. The Census report was based on a survey of about 60,000 households taken in November. Unlike the exit polls of voters conducted by news organizations, the Census doesn't ask respondents who they voted for but only whether they voted. "Over the last five presidential elections, the share of voters who were racial or ethnic minorities rose from just over one in six in 1996 to more than one in four in 2012," author Thom File wrote in the report, titled "The Diversifying Electorate." That's a challenge for Republicans, who have struggled to appeal to Hispanics and others who are projected to make up an increasing share of the electorate. Turnout dropped among the younger voters targeted by the Obama campaign. After rising significantly in 2000 and 2004, voting rates among those 18 to 24 years old declined more than seven points in 2012, compared with 2008. Overall, 41.2% of those younger voters went to the polls, compared with 71.9% among seniors, the most nation's most reliable voters. And the gender gap? It was alive and well in 2012. As in every election since 1996, women were more likely to vote than men, this time by about four points. The disparity was especially wide among African-Americans. Black women were almost nine points more likely to vote than black men.

Scientists closer to malaria cure


Scientists have cured malaria in mice with a single dose of a new drug, the journal Science reports on Friday.
The drug, NITD609, has a new mechanism of action and shows great promise as a treatment for drug-resistant malaria, according to researchers. They say it is effective against the two most common parasites that cause the disease, including the most dangerous, Plasmodium falciparum.

“The ideal new malaria drug would not just be a modification of existing drugs, but would have entirely novel features and mechanisms of action. NITD609 does,” said Elizabeth Winzeler of the Scripps Research Institute in California, who helped discover the drug.
The compound was identified by an international collaboration of scientists working in a public-private partnership including Novartis, the Swiss Tropical and Public Health Institute, and Scripps.
“We’re very excited by the new compound. It has a lot of encouraging features as a drug candidate, including an attractive safety profile and potential treatment in a single oral dose,” said Dr Winzeler. It is also amenable to large-scale manufacturing.
“A single dose cure would go a long way to addressing the unmet medical need in malaria, and we look forward to seeing how this compound performs in clinical trials,” said Rick Davis of the Wellcome Trust, which also funded the work.
The drug was identified as a “hit” after using a robotic screening technique to look for anti-malarial activity in 12,000 different chemicals.
The scientists leading the study used an old-fashioned approach, screening the activity of the drug against whole parasites, rather than the more recently favoured process of using genome data to identify molecular targets.
The discovery has taken less than three years to go from screening to a viable candidate drug for preclinical trials. “That is a turbocharged pace,” said Tim Wells, chief scientist at Medicines for Malaria Venture, writing in Science.
The compound is particularly promising because it is active against parasites resistant to other anti-malarials. Researchers in Cambodia have reported resistance to artemisinin, the best current treatment.
“Malaria remains a scourge,” said Mark Fishman of the Novartis Institute for BioMedical Research. “The parasite has demonstrated a frustrating ability to outwit new medicines, from quinine to today’s unsettling increased tolerance to artemisinin derivatives.”
To learn how the malaria parasite might develop resistance to NITD609, researchers exposed parasites to low levels continuously over several months, to force the development of resistance. They then analysed the newly evolved parasites and discovered that the resistance results from a change in one of the parasite’s genes. Tests also show that the malaria parasite is slow to develop resistance to the new compound.
Further tests in animals are under way and NITD609 could enter early safety tests in humans later this year.
According to World Health Organisation estimates, there are 240m cases of malaria and more than 800,000 deaths from the disease every year.

Senate votes to require report on possible US military activities in Syria

The Senate voted to pass an amendment to the defense bill that would require a report on military activities that could be used in Syria.
The amendment to the National Defense Authorization Act, S. 3254, which funds the U.S. military and its operations, passed on a 92-6 vote.
Sen. John McCain (R-Ariz.) introduced Amendment 3262, which would require the Department of Defense to submit to the congressional Defense committees a report identifying the limited military activities that could deny or degrade the ability of Syrian President Bashar al-Assad to use air power against civilians and opposition groups in Syria.

Sen. Rand Paul (R-Ky.) said he opposed the amendment because it would encourage U.S. involvement in another war in the Middle East.“The amendment before us requires that the president submit a plan for a no-fly zone over Syria,” Paul said before the vote Tuesday. “There are many unknowns that we need to be asking ourselves before we involve ourselves in a Civil War.
“Our nation and our soldiers are weary of war. ... I hope my colleagues will not encourage a rush to war.”
But Sen. Chris Coon’s (D-Del.) a co-sponsor of the amendment said the measure would not authorize any acts of war or use of force.
“It is explicit that nothing in this section shall be considered a declaration of war or authorization of use of force,” Coons said.
McCain added that the report delivered to Congress would be classified and that Congress should know what level of involvement is possible.
Sens. Lamar Alexander (R-Tenn.), Kay Bailey Hutchison (R-Texas), Paul, Mike Lee (R-Utah), Jim DeMint (R-S.C.) and Dick Durbin (D-Ill.) voted against the amendment.
Final passage of the bill is expected later Tuesday evening and an amendment from Sen. Jon Kyl (R-Ariz.) passed by unanimous consent after the McCain-amendment vote.
Kyl introduced Amendment 3123, which would require the Department of Defense to brief relevant congressional committees on military and strategic proposals, by either the Russian Federation or the United States, to limit or control nuclear arms, missile defense systems or long-range conventional strike systems.
Kyl said his amendment was necessary because U.S. treaties have to be approved by the Senate, and the administration sometimes doesn’t brief lawmakers before negotiating agreements, which then have to be approved by the Senate. This amendment would allow lawmakers to voice concerns before proposals by the United States are presented to Russia on arms reductions.
Amendments 2927, 3019, 3062, 3113, 3175, 3241, 3242, 3277, 3285, 3226 and 3117 we passed in a managers' package Tuesday afternoon.

Abstract: Cirrus clouds, thin ice clouds in the upper troposphere, have a net warming effect on Earth s climate. Consequently, a reduction in cirrus cloud amount or optical thickness would cool the climate. Recent research indicates that by seeding cirrus clouds with particles that promote ice nucleation, their lifetimes and coverage could be reduced. We have tested this hypothesis in a global climate model with a state-of-the-art representation of cirrus clouds and find that cirrus cloud seeding has the potential to cancel the entire warming caused by human activity from pre-industrial times to present day. However, the desired effect is only obtained for seeding particle concentrations that lie within an optimal range. With lower than optimal particle concentrations, a seeding exercise would have no effect. Moreover, a higher than optimal concentration results in an over-seeding that could have the deleterious effect of prolonging cirrus lifetime and contributing to global warming.
